Mr. John O. Morales
Executive Director

Welcome to Yuma County's Workforce Resource.

As our country struggles with the fluctuations in the marketplace and the basic restructuring occurring as a result of the "New Economy", it becomes evident that we need comprehensive approaches to facilitate the development of our human resources. We can no longer afford to make public investments in institutions that operate independently from the community. With the advent of Global Competition, we do not have the luxury of funding separate "program" approaches for Education, Workforce Development, and Economic Development. The "One-Stop" concept, codified by the Workforce Investment Act, promotes an ambitious and somewhat flawed attempt to bring together a myriad of services in Comprehensive or Virtual Centers. However, the true spirit of the One-Stop concept has not been fully implemented due to the nature of traditional funding streams and process issues emanating from Federal and State Agencies. However, as in the past, there is a great deal of collaboration taking place at the local level because of the leadership of Workforce Boards that focus on the needs of the customer. Success often occurs despite the cumbersome nature of processes and regulations that have little or no relationship to the true needs of the community. As the federal government further refines its investments in Workforce Development, we are hopeful that they will take into account the necessity for local decision making along with the flexibility to make things work effectively. We also look forward to the day when all of the agencies responsible for building our workforce demonstrate the true spirit of collaboration in a manner that benefits and enriches our communities and our nation.

The Workforce Investment Board of Yuma County, operated by the Yuma Private Industry Council, Inc., acknowledges and is thankful for the significant investment that the federal government has made to assist its residents. We remain committed to activities that will not only enrich our citizens but will also contribute to the building of community in Yuma County.

We invite you to stay in touch with our current and future activities.

John O. Morales
Executive Director
